Whereas, underage drinking is a serious and pervasive problem all across Texas, including _____(city/county/school district)_____ ; and 

Whereas, almost 700,000 Texas school children use alcohol, and more than half a million Texas school children are heavy drinkers; and

Whereas, alcohol is a contributing factor in the three leading causes of death for teenagers — accidents, homicides and suicides — and 640 Texans under the age of 21 died of alcohol-related causes in 1998; and 

Whereas, one in four Texas seniors admit they have driven after having a good bit to drink, adding almost 80,000 impaired drivers to Texas roads every year; and 

Whereas, more than 10 percent of Texas junior high and high school students say they have attended class while drunk; and 

Whereas, the only effective way to prevent underage drinking is through a coordinated effort involving schools, law enforcement, retailers, the faith community, health care workers, prevention leaders, policymakers and parents; and

Whereas, strong support of these local efforts must be clearly voiced by our community’s leadership; now, therefore, be it

Resolved, that the _____(city council/commissioners court/school board) _____ of _____(city/county/district)_____ recognizes the dangers of alcohol use by young Texans and strongly supports the enforcement of the state’s underage drinking laws.
