2008-2009 EUDL Grant Recipients
City of Waco, Police Department ($35,000), To decrease alcohol use by minors in the community through law enforcement, education and prevention. Target population: Minors in Waco who are at risk of consuming alcohol and placing themselves and others in jeopardy. This includes students attending Baylor University, McLennan Community College, or Texas State Technical College.
Bay Area Council of Drugs and Alcohol ($27,080), Brazoria County Coalition EUDL Project-The Bay Area Council on Drugs & Alcohol’s goal is to decrease youth access to alcohol through increased enforcement and community support of law enforcement in the communities that make up Brazoria and Galveston Counties.
University of Houston ($37,501), Club U II: Preventing Underage Drinking-The University of Houston’s goal is to reduce underage drinking in high-risk populations; specifically, among first-year students, college athletes, and Greek life students. In doing so, the program will be seeking to increase the use of abstinence-based self-protective behaviors among underage students, including making academics a priority over socializing with alcohol.
New Braunfels Police Department ($29,384), Operation Intervention-The goal of the City of New Braunfels is to provide adults and youth in the community with steps to open lines of communication to stress the dangers and consequences of underage drinking. The project also intends to deter licensed establishments from selling alcohol to minors.
Institute of Rural Development ($18,652), Kingsville Underage Drinking Prevention Program-The goals of Kingsville are to establish a baseline for alcohol use among the underage population on campus, provide prevention services to reduce incidence of alcohol consumption by underage drinkers, and coordinate with local law enforcement agencies on identifying establishments serving to minors.
Tarleton State University ($23,887), Alcohol Education and Preventions Programming-To curb underage drinking among Tarleton students by providing an online education program called AlcoholEDU, which will be mandated for entering Freshman.
City of Grand Prairie ($26,702), Grand Prairie EUDL Project-The goal of the Grand Prairie EUDL project is to reduce commercial access to alcohol for Grand Prairie ISD students by increasing enforcement of and education on minimum age drinking laws in the City of Grand Prairie.

State Representative Corner
A EUDL advisory committee was formed that included TABC personnel from headquarters and a TABC agent acting as a liaison for each of the five regions in Texas. A new sub grantee system is being discussed for the next grant year, June 2009 to May 2010. The idea is to include more law enforcement agencies and set stricter guidelines on how the money is to be used.
The College Symposium was held October 27 – 28, 2008 in Corpus Christi and was the seventh year to be hosted by TABC. Out of all the regions, region five had the highest number of four-year institutions of higher education, community colleges and community coalitions. Because of this, TABC could have a more concentrated affect. Twelve schools and three coalitions were able to attend. The schools were asked to bring a team that consisted of one member from each of the following sections: administration, alcohol/drug counselor, law enforcement and judicial or housing staff. Three lieutenants and one captain from region five were also asked to attend as well as members of TABC headquarters. Overall, the College Symposium had 75 attendees. The main goals this year were to provide effective team building strategies to strengthen college and community enforcement and prevention policies, and to assist in the development of personalized campus and community training plans.
For the June 2008 – May 2009 grant year, a total of three sub-recipients have been awarded and funded through the FY 2008 EUDL grant. Each sub-grantee is viewed as a partner by TABC and is given the support, knowledge and materials of TABC.
